Executive Summary

The National Disaster Management Authority (NDMA) is Pakistan’s apex body for coordinating disaster preparedness and emergency response. As a national command-level facility, its Islamabad headquarters needed a vehicle and pedestrian access control setup that could handle daily staff and visitor traffic while giving security personnel a hard, physical stop option at the main gate.

ASG Systems Pakistan was engaged as the solutions and service provider responsible for planning, supplying, and installing an integrated access control system at NDMA Headquarters—combining automatic boom barriers, a hydraulic road blocker, and a pedestrian tripod turnstile—working with technology partners Centurion and Keyable Technologies to source the equipment.

The brief

The Challenge

As the national command centre for disaster response, NDMA Headquarters required an access control setup suited to a high-security government facility. Security planning needed to address several requirements at once:

  1. Manage routine vehicle entry and exit at the main gate without slowing daily staff and visitor traffic.
  2. Provide a hard, physical vehicle-denial option at the gate, beyond what a boom barrier alone can offer.
  3. Control pedestrian access separately from vehicle traffic, with a dedicated turnstile lane.
  4. Select equipment rated for continuous, high-frequency use at a national-level facility.

ASG Systems Pakistan designed and installed a layered vehicle and pedestrian access control system at the NDMA Headquarters main gate, built around three components.

Component 01

Automatic Boom Barriers

Two automatic boom barriers were installed at the main vehicle gate, each fitted with a red-and-white striped arm and an integrated red/green signal light, giving security staff quick, controlled raise/lower operation for day-to-day vehicle flow.

Component 02

Hydraulic Road Blocker

A hydraulic road blocker was installed alongside the boom barrier as a heavy-duty, high-security backstop—a raised steel barrier that physically stops a vehicle, used at the gate in addition to the barrier for an added layer of vehicle-denial security.

Tripod Turnstile (Pedestrian Access)

A tripod turnstile was installed at the pedestrian entry point, separating foot traffic from the vehicle gate and giving security staff a controlled, one-person-at-a-time access point for staff and visitors.

Implementation Approach
